Then he would have to test all of the branch circuits to see which one has continuity. Which ever one has continuity that would be the problem circuit.
It apparently is not a high amp flow as the fuse does not burn out but we are talking a 20A fuse. Knowing the amp flow may help in the search.

Disconnect the alarm module if you can and I read something about a module or control for towing that can go faulty. Anything I see im posting so maybe someone can think of something. As I read, many grand Cherokees have a battery drain issue due to either the radio or alarm
