Default I need some help!!!

I'm a mechanic for a small used car lot, I have a 2011 Grand Cherokee, The blow kicks on and off (even while setting still). I have a spare Cherokee of the same you and HVAC options. First I pulled the blower to see just what it was doing and had a meter hooked to it so that way I could see if it was losing power. The Blow tested fine, I also had my scanner hooked up to make sure the controls where sending signal, never lost signal. So just for S&G's I switch the blower, the blower control, and the HVAC control, I even switched the blower relay. So would I be right to say that it is in the main control mod?
