Yes. OME spring pack is only 3". RRO uses a shackle to achieve the 4.5" lift. And then I added their spring block to achieve the 5.5 lift.

You can see the block here. This is the kit from RRO without the trackbar. I didn't use the trackbar or t-case drop that came with kit. Like I said I'm neutral about RRO. I'm not a fan of lift blocks, but the OME springs do ride alot better than the RC pack I had on before. My XJ isn't used as a DD, but I didn't want a trail only rig either.

I just didn't use RRO's track bar or their t-case drop. I had installed an SYE and driveshaft from Adam's in Utah which negated the use of the drop. And I used a trackbar and HD mount from Iron Rock as well as a set of they're control arms. This is all on an XJ. My wife's 04 grand just has the stock height OME springs on it. No lift on that one. Makes it easy at soccer. lol.

Rear or front or both? I know IRO has 3/4 isolators for front and back. Which are stackable.... I don't see why not. The XJ spacers do fit on the ZJ.

If you're trying to stay on budget, I think the OME 4.5 kit would be the best. You can always leave off the 1" spacers till you get larger tires. And you can always mix and match your components as you go along.

Very rarely would I recommend anyone staying away from a possible vendor, but for the love of God, save your money, and your time. I'm not the only one who had an absolutely terrible experience trying to purchase products from them when I was a NOOB.
For a fun little experience, go on Google, and type in Rocky Road customer service, I believe it brings up the BBB website where they're not accredited, or the Jeepforum very long thread about terrible experiences. Those aren't the only ones...

The ZJ kit comes with ZJ OME front springs that as part of the kit they have you install in the the rear. The "front" springs are 4.5 OME Wrangler springs that net ~3", and that's what the spacer is for.

It's your money, I don't have a vested interest in it. But my opinion is to stay away from them. Generally I stay away from IRO, but in this case if it were my ZJ, I'd get the 3.5 IRO kit with a trackbar. Delete the shocks as an option from them, and measure for some real shocks, like Bilsteins. Believe me, you will thank me if you pony up the cash.
