Default Jeep Grand Cherokee Speedometer Failure

Hey guys - I searched the forum, and saw a lot of good information, but didn't see exactly what I was looking for.

The issue is on a 2000 Grand Cherokee Laredo (V8). The speedometer always reads 45.

I replaced the speed sensor (on the tranny) a while back, and it seemed to fix the problem for about a week. For grins, I put another new sensor on, but it still reads 45.

I did the diagnostic where you hold the trip reset button before turning on the ignition, and all the gauges seem to have successful tests, however, the speedo jumps once, then returns to 45.

What next? Is it supposed to jump from 0 to 10 to 20 to 30, etc.. then back to 0?

If so, then I believe the next step is to replace the cluster. Right?

When I get home, I'm going to check the wires on the speed sensor and also on the speedo pinion, then see if there is a pinion gear. THEN perhaps look at buying a used cluster (cheapest fix is checked first).

Does that sound about right?

Am I missing anything?
