Default Radio/clock issue

The radio and clock will not come on unless I remove and reinsert the IOD fuse #27 and 28. The radio will then play normally until ignition is turned off but then must repeat fuse removal process. I also noticed the clock has kept time when it does comes on. Does anyone know what this might be? I have exhausted my limited knowledge and not been able to find a relay which might control the radio and clock when ignition is turned on. Any thoughts or advice is welcome. This is on a 2005 Grand Cherokee with 3.7 engine, 2wd.

Thanks
