Rain leaks in 06 Grand Cherokee

Default Rain leaks in 06 Grand Cherokee

I have a water leak coming from my passenger side wall under the dash by the door. There are two holes that were factory filled with foam. The larger one circled is where the water is coming in at. I was able to view the water dripping during a rain so I am pretty sure this is where it is coming from. Looks like water drains down between the internal wall and the outer fender wall.

See photo attached?

My questions are
1: is this normal for water to drain between these two panels?

2: best way to seal hole now would be some sort of silicone caulk?

Check the water drains under the door in the rocker panel. Water drains from the cowl/wiper area down thru there and exits the rocker panel. It's designed that way so airflow from the cowl keeps it dry and prevents rust.
