What is a good cheap place to get these tires static balanced. I can't find much on the Web or the forum. I kinda like the whole paying under 50$ for walmart to do it. But I want it done right. Suggestions?

I just take them to les schwab, so your local tire place should be fine. bring in the little note they give you for balancing instructions.

I know they say it must be done that way for warranty purposes but I doubt it makes much of a diff.
