Either the battery is dead or it's not installed properly. Changing the battery doesn't effect the receiver or security system. The fob puts out a coded signal that the receiver picks up and compares it with it's stored valid codes. If it doesn't receive a valid code or one at all, it won't do anything. If it stopped working and that's the reason you changed the battery, you've got something else going on. The remote access receiver is in the passenger's front door panel attached to the window switch module. A DRB scan tool can test it. It could also be your fob quit working. A dealer can add a new remote's code to the receiver's valid list.

Besides that the remote has nothing to do with not starting. The SKIM module and key chip controls that.
