I read something about this before. It was caused by the power steering pump. Sorry, I can't remember what forum I read it on.

The power steering pump is putting an extra load on the engine and the idle air control motor is trying to adjust the engine speed to make up for the load. The IAC may be sluggish and causing the ECM to over compensate.

Is this turning hard while driving or just turning the wheel hard while sitting still? How much fuel do you have in your tank? Seems too easy, but any chance you're running a bit low and sloshing your fuel to the side of your tank?
