what is my ac issue here

vehicle info
1996 jeep grand Cherokee limited 4.0 engine
a while ago was told the bearings in the ac was going out, got replacement bearings but never got them installed for various reasons. Ac stopped making noises when turned on. Flash forward to trying to get the jeep back up and running as a daily driver. got the muffler welded back on, new hanger etc.
the ac stopped blowing cold so picked up a refill kit.
when put on it showed the system was empty.
filled it up so it was in the green
ac is still not blowing cold
the compressor engages or cycles on for a few seconds and then stops, I want to say maybe 3-5 seconds at a time then a pause of about the same or a slight bit longer and then again.
does the compressor sound like its done for?

When I replaced the failed entire A/C system in my '94 ZJ the first thing I did w/ the new completed system was to evacuate all the air w/ water vapor down to a complete vacuum.
The system was permitted to remain idle for hours (minutes are required) to verify the vacuum gauge didn't budge, showing no leakage.

so it sounds like my best bet is to replace the system, I am sure its original to it and since it had issues before with the bearings that went away its probably compromised. At this point it would be just as cheap labor wise to replace it then to just repair it.
I can see if the system is just a full in a few days, but even if its just as full the fact that the ac was not getting cold could mean something else is wrong as well.
