Well this can be alot of things. Dump all old fuel in tank, drain fuel lines and water seperater(small cup by carb), remove carb and tilt till all gas comes out. Refuel oil mix anywhere between 40:1-50:1. You won't know the exact ratio til you run it a few times. New plugs? Get some. Make sure they are firing. Choke/prime and start. If it won't start try starting fluid or put a little gas in carb. If it does not stay running after that then you need a carb rebuild kit. These motors are pretty simple, Fire, fuel, air. Remember they cannot run out of water for more than 1 min. If it has a flush kit you can hook it up to a hose. Remember start motor then water--- shut off water then shut off motor. Never let the water run when the motor is not could cause a gasket blow out.

BTW I would recommend a carb rebuild soon even if it does start. The kits are around 30 and not too hard to do your self. The carb is your biggest enemy. Also Put a little oil in the plug holes every once and a while while trying to get it running this will prevent cylinder damage. Just a couple drops don't over do it.

Hate to say but it is probably the carb. These carbs have several diaphrams in them in the "sandwiched" round part on the outside of the carb. When they sit they get hard and get deformed. The diaphrams act as a fuel pump. Remove the carb and look for a size marking on the body and order a kit. Thay are not expensive(15-$25) and you can do it. Just remove the old part in a line so you know the order of the "sandwiched" parts. Just the kit and carb cleaner. Before you take the needle jets out count the rotations to screw them in till they are snug not tight. Then you will know where they were when you reassemble.
