looking at a 98 Wrangler and body is rusted as shown in pic. Can some one tell me if the body part thats rusted is replaceable?

Absolutely. It's a common rust area on TJs. If I were you, I'd carefully inspect the frame as well to determine if it's worth fixing. Here are the parts:
