I just realized this thread prob belongs in the FAB section.. so here is my main idea so far.
i think it'll work. it doesnt block the lights any and the hatch should be more than strong enough to hold the can while full. i dont wanna be another shmo with a can on his roof rack

What have you fabricated?
That can is a Blitz, widely known to leak espescially as pressure builds in the can. You said you had access, see if you can source a Scepter MFC.
What's a "shmo"?

i have bad spelling?
a 'shmo' is anyone who keeps his gas can on a roof rack... thats the best i could come up with.
i've looked online for the scepter can but it costs twice as much as what i paid for this metal one. ima give this can a chance first before i dish out $50 for the scepter one. oh and when i said mil supplies i meant free access to all kinds of scrap/sheet metal, machinery, and tools. NOT merchandise or parts. i did read that the plastic spout i have now is garbage so i'll get a metal one which supposedly works best.

Heres what i got done today.
i used 1/8'' steel for the rails and TIG welded everything together. i sandblasted it and primed it. i'm going to use four bolts on the corners of the metal plate to fasten it to the rear hatch. i'm planning on sanding the can also and painting it flat green or black maybe.
i still have to figure out how i want to lock it to make sure the can doesn't "get up and walk away" on its own.

Yep, good job.
A few pieces of rubber sheeting (old innertube) permatexed where the frame meets the can will save paint and keep rattling at bay.
Keep an eye on that type strap, espescially when it gets wet.
Now you moved to Fab!

yeah that strap is going to be temp. ima look for something more sturdy with metal eyelets for a lock. oh and the bottom frame is pretty snug against the can, there's no play.
