now how about, building a rack in the rear that is secured from roof to sub frame, and locks the guns in, could u have them loaded with mags in them
?

Still a hazard. What if you're in an accident? I think that's part of the reason that law exists the way it down.

FYI a little 3,500lb winch isn't gonna do much if anything for you.

Thats considered an ATV class winch.

Personally I'd recommend this: http://www.detoursusa.com/xjbackbone.php

For a Jeep, you really need at least a 6K winch, but most recommend 8.5K or above. If you go bigger it'll put less stress on the components when you do pull and the winch will last longer.

accually with enough cable and pullys you could use a 1000lb rated whinch, itll be slow as he** but itll still do the job

If you're stuck to the point you need a winch, you're gonna wish you didn't go cheap.

on a 2000watt inverter u dont need a relay on the switch, all he did was take the wires going to the switch ion the inverter and re-routed them to a different switch,

Only real safety is your finger. I don't trust any safety on any gun, old or new
