Full packs are the best. You can build your own bastard pack to suit what size lift you want or buy a new pair. Shackles work, but not with sagging leafs and they put extra leverage on your leafs as well. AAL have the reputation of sagging out after awhile.

Coils over spacers, any day of the week. Spacers are great for leveling out your vehicle, but I wouldn't use them as your soul means of lift.

You can always do your own budget boost. ZJ v8 coils, JK shocks, and bastard packs.

Besides all the crazy stuff. #1 is coils and full leaf packs #2 is coils and AAL #3 is spacers and shackles. However people run any of these options and are quite happy with them. It all depends on what you plan on doing with it, and the longevity of the kit! IMO of course.

Agreed, for your 2" lift in the front, get some V8 ZJ coils (mine gave me about 1.75"), and add an extra stock isolator. I love the way those ZJ coils ride on my Jeep. I think rear shackles are superior to AAl's in general, but not necessarily always. Don't put RC shocks on your XJ. A good option would be a set of Bilstein 5100's.

Some jk rubicon shocks are prefect for a 2-3 inch lift. You can get them for cheap on ebay or even check local.
