I'm not quite sure what you mean by that?
You want to drill out all the spot welds and put rivets in its place?
What did you hope to achieve by doing that, just wondering.

If I understand you correctly, you want to cut off the spot welded lip and rivet the 2 panels back together? If so, that's a bad idea. the 2 panels need to be welded together.

superbee1970440 is it because of the movement between the two piece why rivets wont hold it together??

No, once u get above he spot welds the inner fender starts to roll back and the outer part goes straight up to ur windows. There will be a gap between them and with out addition of more metal I don't believe u could rivet them together an if ur going to add more metal might as well just weld them back together and be done with it.

If there was enough room for rivets, it still would allow too much movement between the panels, eventually wallowing out the holes and probably cracking/tearing the panels.

Ok that didnt go as planned. In the green section will be around 15-20 rivets.
