Haha same here, my 96 with 4.5" and 33"s gets about the same, i will get like anywherr from 130-150 miles per tank

No actually it wouldn't. 33's with 3.55's won't kill your city mpg's that much. Something else is causing it to go down as well. Maybe a heavy right foot is the main culprit.

No idea why but I got better gas mileage keeping the Rpms no higher than 3000 than when I wouldnt let them get above 2200. 2200rpms KILLED my gas mileage

The 4.0's have a sweet spot for highway cruising at about 2400-2500 rpm's and no more than 2200 rpm's when accelerating. Thing that kills most people's city mpg's is acceleration.

You did not coast in on fumes if you only put 17.7 gallons in it. Your jeep has a 20 gallon tank... you were fine.
