The tube is called EMT, Electrical Metallic Tubing, it comes in 10' sticks and could work for what you want. I've used it in sizes from 1/2" to 3" doing electrical work and the stuff is pretty stout. You can get hand benders for the small stuff, I have only hand bent up to 1", and for the big stuff you havta get 90's and like. The smaller tubing would probably do fine for you. If you get a bender make sure it's the right size, you can kink the tubing if you use a big bender on small tubing, and there's a trick with the measuring to make sure you get it right. Here is my roof rack, i did minimal welding but you don'r really need to i used self tappers to hold up the rails and for the bottom you could use steel mesh and screw it in

A cheap way to do the light bar is to go to the junk yard and find a stock rack that is the same as what you have on there now and drill holes in it to bolt your lights on and they are hollow so you can run your wires through it. Thats how I did mine and it has worked out great. Its not the best picture but you can kinda see it. (the ladder is covering one of the lights)
If you have the full rails on your roof instead of the 2/3 rail, couldn't you grab just the crossbar off of another XJ and use that as your mount for your lights? That way you still have 2 crossbars available for a rack, or whatever else you decide to do.
Just out of curiosity, has anyone ever seen the stock XJ rails with a bunch of crossbars on them? If you didnt lock them in, I'm somewhat curious how many you could fit up there. For no other reason than to do it of course.
