Anyone in CA pass smog with a S/C
I've been wanting to s/c my '00 for a while now but I'm thinking it wouldn't pass the visual inspection. According to new laws, vehicles '00 and newer do not require tail pipe testing.

Unless your registration paperwork specifically states that you have to smog at a STAR Certified location

Unless the parts are CARB certified, and have a sticker prominently displayed that they are, you will fail visual. What intrigues me is your statement that vehicles 2000 and newer don't require tail pipe testing. Got a link to back that up?

But that one little sticker could mean the difference in passing visual check or not. I'd sure hate to waste thousands of dollars on parts I can't use...legally...on the street...

No worries, I'm far from attempting this anyway as I would need to rebuild my 239,000 mile engine to handle the boost. Even though it runs well the mileage scares me to go to forced induction.

Visual is completely up to the inspector. Which is such crap. If it runs clean and passed the OBD it will pass. just need to find the right guy. I've seen smog guys that didn't notice turbos added to cars and engine swaps done, but I've also seen friends fail a visual for carb approved parts because some techs are idiots. Its a roll of the dice unfortunately.
