There is a metal tab on one of the brake pads that contacts the rotor signaling the pads surface is low.

But what does the rotor flinging rain have anything to do with the brakes improving when its raining?

The "sensor" you are talking about is really called a "feeler". it is a small piece of steel next to your pad that will contact the rotor when the pads get worn down... Thus, letting you know that you need new pads.

So, if you are going to change your "brake sensor" just change your pads to new ones and continue down the yellow brick road

Actually, my travel was apparently because of my rear brakes... the self-adjustment was busted, like always. I pulled the wheel off, adjusted the brakes (quite a bit, too!) and tried again and now I've got about half the travel I did before. Yup.

i'm thinking it's either brake dust or our tires brake better when wet because there's less friction on a wet surface?

My booster reacts different when its raining, not the brakes themselves.
