There is a 90 degree rubber elbow coming out of the passenger side fire-wall right above the "frame" rail, this is what usually gets clogged and with the elbow off you can clean it out and also access and clean the lines (compressed air or flexable wire works well). I can't really see the tube in the pic, it is likely the cowl drain.

Thanks I should be able to figure it out. Also for clearing rust, I was able to get all the soft metal off and filed down as much as possible but as u can see there are still some lightly rusted sections. If it not brittle should i just cover it with rust inhibitor or try to cut more?

Anything not brittle should be safe to cover with rust inhibitor, make sure to knock off any loose scale with a wire brush or wire wheel. Make sure to cover both sides of the panel (if you can access both sides) with rust inhibitor and use at least two coats.

Thanks a lot for the advice and confidence to pull this off. The hardest part was shaping the metal (I have NEVER cut sheet metal and it needed to be formed into a ball type shape). I cleaned off any rust/paint, sprayed with rust inhibitor, then let it sit over night. Today I cut the metal to shape, epoxyd it on, then sealed evvvvvveeeeerrrrryyyyyyy opening with sealer caulk. Tomorrow ill sand the excess caulk and spray it with the rust-oleum. Again thanks to everyone in this thread for the help.
