Buy a tow hook kit for the bracket to bolt to frame rail . I think Quadratec sells the bracket for the d ring. Instead of bolting hook bolt the piece to hold d ring

i was thinking about doing that, but i cant seem to find the brackets for D-rings

I have the Hi Country ones. Do you have a welder, they wouldn't be hard at all to make yourself.

I would just buy the Rusty's tow hook bracket for the XJ and get some thick walled steel and have someone cut out the shackle mount for me with a plasma cuter. Paint the mount and then buy some grade 8 bolts and bolt it together.
