In PA I definitely wouldn't worry about it. OBDI vehicles only get a visual emissions inspection (in counties where emissions is required), and most shops aren't very through with this, my XJ passed emissions the last two years with a small crack in the exhaust manifold (in the weld at the collector).


I suppose they could go to a "California-style" emissions inspection (I don't see this as likely in the near future) where the tail-pipe emissions are actually measured, but again requirements for this testing is based on the standards when the vehicle was made, though you would likely need to replace emissions parts more often since they would actually be in good working order rather than simply present.
