Get a coat hanger, straighten it out, but put a little curve into it, and a loop on the end.
Pry the door frame out a bit, just enough to slip the coat hanger, loop end first, inside.
Hook it around the door handle, and pull. If it's like my 2000, the door will unlock by pulling the inside handle.
If the door frame is slightly bent out when you're done, just bend it back in.
There ya go! Easy as pie.

What makes it even more difficult is that many older jeeps require a pretty good push on the lock for them to lock/unlock. At least in all the older jeeps I've been in. The hanger wouldn't even come close to working on my jeep.

you won't be able to wedge the door frame out on these older jeeps. besides, the lock button has nothing to grip to, unless you can hit the power lock button, but you need a strong enough metal rod. sometimes an antenna will work.
you need to go through the window sill. use a wooden/plastic wedge or air wedge.
then you need to make up a drop hook tool, or sully T19 tool. these can only be purchased at a towing supply company. (just go in and find what you want, when you get to the counter, just say you work for such and such (local) towing company).
then you will need to carefully go down between the glass and door sill, and about an inch lower than the handle, and an inch in front of it, you should find the lock rod. hook the tool on the rod, twist to bind the tool, and slide it forward.
be careful not to slip the tool, you could bust the glass.
