The EPA rating for a 4.0L '04 Grand is 14 city/19 hwy. It's highly unlikely that you will improve on that no matter what you do. The best you can do is...
1. remove all extraneous weight
2. Keep tires inflated to recommended pressure
3. Maintain everything
A Grand Cherokee isn't the best city commuter unless that city is covered in snow most of the time, in which case, you sacrifice economy for safety. Otherwise, buy your wife a nice Prius.

The 05 and newer grand Cherokees have the v6 from the dodge caravan minivans!!! Why would you want that in a jeep? 4.0LHO FOREVER!!!

The 2014 prius C looks about 1000x better than the old prius. More like a Golf but still kinda terrible.
I want one of those new volvo TDI hybrids that are getting 75-90 mpg ;_________;

Get a Diesel, give a passenger a lift and share running cost's, or use the bus, not the best choice of vehicle for penny pinching.

I have an 04 GC Overland with 210,000 and combined city highway/city 17mpg, city 15.4, highway 18.8 @ 75 mph. All these are true "IF' I keep my foot out of it.
Best part it's a 4.7 V8 Power Tech HO with 3.73 gears, runs like a striped ***** ape and will bury the speedometer (120) so fast it's unreal.
Granted these numbers aren't the greatest but I have no problems living with them for everything it gives me in all areas. With options on par with my Lincoln Town Car and it is loaded except it has Nav the car does not.

I think the biggest problem you'll face in terms of improving your fuel economy is that you want a SUV. Suv's are not aerodynamic therefore they get crappy gas mileage.
You could take a super efficient power plant from a Prius or an accord, put it into a Cherokee or grand cherokee and still get crappy mileage because they are about as aerodynamic as a refrigerator.
Just as an example, Honda uses the same 2.4 liter in the accord as they do in the crv. The crv is going to yield around 20 mpg while the accord will be pushing 30. The big difference between the two is aerodynamics.
