Take the inner fenders out, you'll be much happier.

well im debating on putting back on the what ever its called i took off, but cutting off the bottom of it where the fog lights go etc, so it wont rub.

If you are talking about the bumper corners, a grinder with a cutting blade...just cut slowly and carefully if you want things to look clean. A dremel if you don't mind burning through some expensive little cut off wheels.
