Miller owns Hobart (Hobart is more of their consumer line) and they are made in the USA! I have used Hobarts and use to sell them they are very good (father in law bought the 140 from me and still lets me use it, great unit).
Currently I have a Century wire welder that is okay good bang for the buck (not sure they make them anymore?). I also have a HF stick welder (the largest 120 volt unit they offer, has a switch to go to 240) and its okay, made in China and is shows in performance but for small jobs is okay. Probably has a 15% duty cycle. You get what you pay for

Check out amazon and search for Handy Mig. A Lincoln and a Hobart should show up. I purchased the Lincoln handy mig to keep in the RV or to put in what ever we're towing with since we can run it on the generator. But I find my self using it everywhere since its easy and quicker to set up. For under $400, either looks like a good deal. Both are gas compatible. Also, not sure where you're located, but GTS-Welco has a nice beginner set from Realgear that I've heard good things about, but have no personal exposure too, they even through in a free bottle of Tri-Mix for my friends son to learn with. I picked up a Hobart handler 140 for my first welder to learn on. Not exactly cheap at 500$ but well worth it, you have the gas option, it's 115V so it's super portable as you can plug it in almost anywhere, enough power for most things,and it's not tht heavy.
After using it for the first time this weekend I'm really happy with it, I had decent looking (good penetration) welds in 1/4" scrap in about 15 minutes...keep in mind I've never welded before this.
Look at it this way, its an investment, do it right the first time around and cry once about the money lol.

The metal actually measures out a tad over 1/4.
The the prettiest but pretty nice considering experience lmao, and yes it penetrated.
Bottom line, if it can allow me to do this in 15 minutes, its a good product.

Wow I've never seen a 115v welder rated for 1/4".
And yes might welding is pretty easy when I started welding I was told if I knew how to use a squirt gun I could might weld.
Your weld looks pretty good, maybe slow down a little and let your toe lines wet out. Are you welding forehand(pushing) or backhand(pulling)? What size wire are you using?
To the op I have a miller 211 at home and love it. It has a multi-voltage plug which allows you to switch from 120v to 220v
