My personal opinion on bedlining a roof...
My buddy did it on a 95 Corsica because the paint was F.U.B.A.R. on the hood, roof, and trunk, but t rest of the body had nice paint. He knew he would never match it (was a redish/burnt orange with a light flake) so he bedlined it. He is young (17 at the time) and he thought it was cool and honestly, for a corsica, it wasn't bad looking. I tried to get him to lower it and swap a 4.3 or 350 in, I figure if it'll fit in a Fiero, it'd fit in a Corsica... But... he blew the 2.2 and scrapped it.
It was INSANELY hot inside the car after he did this. Even driving down the road with all four windows down, you would be pouring sweat within a few miles.

Would it protect the rust spots if I prep them and prime them and put this over it or will it spread underneath

And I've driven in an XJ with a bedlined roof...it was an oven.
Mine has rust spots so I plan on just sanding and some rustoleum.

I don't have your color Jeep, mine is white, but I did plastidip most of my roof before summer started. It didn't seem to get ridiculously hot in there unless the windows were up, other than that, it was comfortable.
