Default Roof question

My xj was repainted years ago, and whoever did it, did ahorrible job. Looks like a Maaco special. The respray has peeled off in several places. I dont care how it looks, but am concerned about rust protection.
THe paint is almost completely peeled off the roof. I plan on sanding it down and using bed liner to paint it.
So here's the questions....
I am planning on building a roof basket over the winter. If you look at the pic you will see the metal roof rack on it..

I have read that the roof rack will hold up to 2oo lbs.Does that apply to the old metal roof racks like I have?
If yes, I may keep the rack to bolt the basket to. If it will not hold that amount of weight, should I just go ahead and remove the rack and use the rack mounting holes to bolt the basket to the roof?
I want to start on the roof within the next several days. I need to figure out which route I will take before I start stripping the roof to coat it with bedliner. Thanks in advance......

Get rain gutter mounts. They are much stronger. Mine holds 1000 lbs (i dont drive it with that much weight). The stock roof rails are crap

I have my rack bolted to 3 of the stock rails, i dont think the things going anywhere
