Do a search of homemade roof racks, Warthog built an awesome one using emt. Search and you should find his build.

warthog built his out of emt and self tapping screws looked pretty good to.

or... lay out some cash and buy one. jcwhitney sells an aluminum one for around 300. mine was given to me by a friend after 5 or so years of rding some overgrown trails on his rig (hence the paint issues) but here's the rack shell look good after a fresh coat of paint.

I didnt pay for mine but it seems to me as previously stated that something put together with nuts/bolts/screws would squeak way too much for my taste. check some junkyards you might get lucky and find a used one for a decent price. or find a buddy with a welder and some skill and buy him a case of brew and supply the steel

i built mine out of EMT, steel plates, and metal screws. i have absolutely no squeaks and theres no play at all. it came out pretty sturdy. if you go with this idea just remember to measure out your bends carefully and make sure everything is level while drilling otherwise you'll easily end up with a misaligned rack and/or squeaks.

How about some say 1/8 x say 1 inch wide aluminum weaved in a open basket style and pop rivited... Ive been googling looking for a pic of what im talking about.. no luck yet..
