Is there a "right" way to check my flex w/o RTI ramp?

I put together a RTI ramp with oak logs and 2x4's. The most flex I got on my RE 3.5" leaf packs and RC shackled was like 3.5" (21"comp., 24.5" ext) horrible, I know. I am working with Frank of Serious Offroad to find out why. I know my RC EXTENDED shackle angle is poor. At 5" lift, are shackle relocation boxes mandatory to have correct shackle angles?
