OK I did a little quick reading on the 1998 FSM, I know you are not driving a 98, but it shouldn't be much different. The steering column to steering gear has a keyed connection, as in a master spline, so they can only go together one way.
It does appear that the pitman arm and steering wheel are not keyed and could be put on crooked. With the wheels pointed forward check t see if the pitman arm is straight. If it is the steering wheel is the problem.
I will look into it more when I get home, but for now I need to head off to work. Adjusting the drag link should only change the way the steering wheel points and nothing else.

What I didn't do to the XJ today was take it to the mountains for some family snow fun, which sucked for the multiple vehicles I passed stuck in the snow. The Mazda 6 wasn't up to the task of playing recovery vehicle.

Weather has been crap up here the last few days, lots of rain so I haven't been able to look into it. Rain has stopped now, but it has turned cold and snowing now . I have a bit of running around to do this morning then I will be pulling my steering wheel to see if it is keyed. I am sure that it is not though.

ps--My bud's WJ has combined high/low. Tons of GMs have it too, including my Cadillac parked next to my XJ. MD state code only cares about maximum lumens and I'm well below that.
