You would definitely have more resolution with the smaller range on the dial... It might be hard to test the low side (hot idle) with the first one.

I haven't worked on many Volvos over the years so I have to be honest and say that I'm not sure about Volvo doing this or not, but I know all the rest are.

Yea that was what I was kinda thinking. There are 4 lines on the Gearwrench one. Figure 0, 8.33, 16.66, and 25 which is where the hot idle will fall. If I recall 13 at a very hot idle is Ok? I read about 22 but never really believed what the gauge in the instrument cluster says.

Yes, 13 is minimum spec. I'll bet there are a lot of high-mileage 4.0's out there that run just fine with less, though.

I am going to have to overthink this more but I think for what I am trying to do I can get by with it. I just need the gauge to read exactly between 8.33 and 16.66 or greater. LOL.

That's what I keep hearing... But I have been a certified smog tech since this mess all started. And if you can take a simple almost worn out 4.0 without even an EGR valve system and make it pass in Ca. I think they are making a mountain out of a mole hill with using this justification to double the cost of a car.

But I digress, we have beat that one up already in the past. I just wanted to point out the new car business model is very similar to the electronics scam model.
