To add my advice to your idea an my opinion:
The road rangers down here on the expressways in Florida use full bull bars and bumpers. The bottom bumper is made of 1/2" and has an 1" rubber pad. This is to move accident vehicles from travel lanes within their jurisdiction. Model your idea off of this.
Legally, in the state of Florida (and I'm sure in almost every state) you, as an individual, have 0 jurisdiction over the street in front of your home. That's where local LEO's come in. If they were on your property, you, as the land owner, have jurisdiction.
My overall advice: don't waste your time nor money. You have no authority over the street since its not your property.

I would take my jeep out, get it as muddy as possible. Then go home park at the very end of your driveway and wait for some douch to park in front. Get out the hose, wash your jeep in a way that all the over spray would go all over their vehicle. That's what I would do.

Im not pushing anyone without a written release of some kind, with my luck Id try to help push someone and some "damage" would occur, real or otherwise and I can guarantee a verbal Ok isnt gonna keep the law from making me pay the bill.

when i get a steel bumper i want to put a couple rubber pads in the front so if someone falls asleep at a stop light i can just creep up so they dont feel it and start pushing
Is rubber on a push bumper / grill guard a common thing? Seems to me that at the bare minimum it wouldn't hurt.

I'd wait tell they leave a window down and throw a dead fish in the back seat.Or the old potato in the tail pipe works too.Or shove a nail in a tire in the tread so it looks like they ran it over.

I put a piece of this on the inside, front rail of my car trailer.
And this stuff is free.
And you would be saving the enviroment.
And making our highways safer for all little Jeepsters all over the world.
