The head lamp delay is a safety item. The reason being that the lights stay on till you get in the house or what not. It was not available on the lower models.

I hate the cheap plastic latch handle on the hatch. It's flimsy and one day I pulled the entire assembly out just going to open it.
I like the pre-96 push-button latch much better.
Also, the handle/button on the e-brake is cheaply made. Fell apart, too.
Headlights do in fact suck. But that's on all of them.
Door speaker problem on mine, too. Cuts out all the time.... and it could definitely use some rear door speakers.
The front is cramped. My knees are just millimeters from the dash with the seat all the way back. My 2-door is better, tho.
Roof rack is cheap. Like 3 of the 4 plastic buttons popped out when I needed to move it.
I hate how the back doors don't turn on the dome light.
The oil filler cap is cheaply made and the internals of the cap strip out rather easily.
Mine is a 5-speed and the shifter seems too close to the 12V power port. Any plug with any length to it gets hit by the shifter when I go for 5th gear.
Defroster is horrible.

for the headlight thing... it is pretty standard on new cars. It is to provide light for you to get into the house. My cherokee does it too.
My cherokee also does have door pockets. Maybe because of the limited package.
Just about everything can be improved. One of the reasons we love our Cherokees so much is to improve them in some way to make it our own.
Lifting them, better radios, axle swaps, engine improvements, body armor, winches, tires, etc,etc.

Another thing, the cruise control went out. and when it did work, say i set it on 60, it would go up to 65 then down to 55 and just wondered around..

Im pretty sure that the short factory roof rack was only on the 99-01 XJ's. The 97-98 had the full length rack.
But yes, it does suck.
