Speaking as a steel-worker, you are not going to sheer the 1/4 or any decent bolt you put through it with any amount of pulling on a Jeep. Winch or tugging. Your problem lies with how it ties to the weak sheet metal frame. I once ripped an ARB bumper completely off (they now include tie-ins I guess) getting yanked out of a mud-hole. You do not have to get anything welded up though. All of JCRs older bumpers sold without the tie-ins and you could add them later. Just get some 3/16 x4 flat steel and run it up your uni body a ways, bolting through the holes that already exist including the 3 stock bumper mounts. Use some decent bolts and you will be fine. This is almost exactly how my old JCR bumper mounts and I have winched for miles and been yanked on tons of times. The steel would cost you almost nothing- the bolts would probably run you a little bit more. You also end up bracing your steering box on the back side.
I see JCRs new one is slightly more advanced- http://www.jcroffroad.com/UNIFRAME.html
But it also costs quite a bit of money. http://www.jcroffroad.com/product/XJUNF-PC.html It does include the steering spacer.
Either way, as long as you have a decent piece of steel going along the unibody and bolt your 1/4 bumper brackets too it/through it, you will be fine.
I am also curious how much you paid for it.

If you want to keep the bumper, buy/build unibody tie in plates. Otherwise, get rid of it. A good tg will rip that right out of the weak sheet metal it is bolted to.

I have a JCR rear, I really like their bumpers. Had a nates 4x4 front winch bumper and sold it for the logans. I don't know, they were straight forward with me. Their horror stories from reviews are from years ago.

I appreciate all the input guys I'm going back and forth between keeping it or not . Thing is I haven't paid the guy yet . we've both been busy and haven't had a chance to link up. Should i just give the bumper back and get my old one from him ? Or is it worth building tie ins ?
