These are known as torque sticks, and if you see someone using them on your ride, run away from that shop. Complete garbage.
Best way to make sure your lugnuts are torqued to spec? Put an actual torque wrench on them, torque in a star pattern, once in the air, once on the ground. Drive for 50-100 miles and torque again. Check periodically.

The insurance companies approve them and if they are used by the shop are a basis to reject any claims.
Never trust someone in a tire shop using a torque wrench either if you even think about it watch at how they use and care for it 90 + % of those changing tires have no idea about anything to do with one.
I have saw some use them in the past a lot of times and never being reset before hand then just dropped in the floor and on to the next tire. That was the reason insurance co's liked the sticks so well idiot proof.
