Hey I got a 4.5" lift, and want to relocate my track bar, anyone know off the top of their head how far over to drill the new hole

Get a new track bar. Redrilling the hole is "ok" at 3" of lift or so, but not at 4.5". Get an adjustable track bar.

15x8 rim(4" BS) ok for 31x12.5 tires?

Yes, I'm assuming you meant a 31x10.5 though?

Yeah just realized 31x12.5 is rear, if even made. If I go up to a 33x12.5 or 35x12.5 would I want to get 15x10?

You can still run the 8" wide rim. It works fine and will hold the bead better if you plan in ever airing down to go offroad. The 10" wide wheel will give you a wider stance and cost more... That's about it. I ran 33x12.5's on an 8" wide rim no problem.

The cost difference between a 235s and 31's is very minimal. Im guessing $40 - $50 difference tops. Why spend that money on 235s knowing you are always going to be wanting 31's? If you are like me, and probably many others here, you would end up replacing them with 31' long before they actually wear out thus actually costing you more money over the whole project.

I say bite the bullet and get what you want and if you dont have the funds make due with what you have till you can save the cash.

235s are 440 31s are 500 for retreads from treadwright and 600+ for falken all terrains or like. I'll be gone for 2-3months out of the summer so I won't even get to really utilize the tires for a while. Going to keep searching. Also, I took my jeep for alignment and Firestone says my jeep will not align so I have to take it somewhere else. Worried about putting tires on before thats fixed but the ones I have now are near gone. My uncle pretty much forced the trackbar into the factory hole so perhaps thats the cause? if so ill cut that bolt off and drill a new spot and fill the factory in with weld

No. If you've got camber issues, it's ball joints.

I just put in a 4.5 inch rc lift in my 96 new to off roading i have 33x12.5 going on 15x10.5 4 in bs rims will they fit without rub? And nh law says i need flares that cover cant really afford the $400 bucks anyone know of cheaper?

Might consider 15x8 if you haven't bought them yet. And no you'll have to do some trimming.
