It's a measurement of the height of the tire. You can run 30"x9.5" tires with aftermarket wheels, but your best bet is keeping the factory size 235/75R15 tires. It is possible (but rare) to have factory 16" wheels on a Cherokee if it's a higher trim level

235/70R16 may be your best bet

I'm not particularly familiar with metric sizes, especially 16s, but I'd shoot for something in the 29x9x16 (good) to 30x10x16 (maximum, may be too large) equivalent. You can use a site like this one to compare/convert sizes:

235/70R16 may be your best bet

When I had gotten grand new destination AT in 235/70/16, they rubbed on my end caps on tight turns. Plus on the liner. Granted I had saggy suspension at the time

235/70R16 (being ROUGHLY equivalent to 235/75R15) is the largest that will fit stock without significcant issues.
Factory fit was 215/75R15 on a lot of early XJs, 225/75R15 on late XJs, and I don't know about the 60th Anniversary or Freedom Edition models but probably 225/70R16...
30" tires typically require 1" lift if you don't want to trim, bumpstop, do rims, and adjust steering.

"whatre some good cheap AT tires??"
Check out General Grabber AT2's:
225/75R-16 (not rated for severe snow) 29.3"
245/70R-16 29.5" (I wouldn't go taller)
255/65R-16 (not rated for severe snow) 29.1"
235/70R-16 29.2" (salad's RIGHT ON)
I'm running 235/75R-15's (29.1") on stock suspension with no problems.

I've heard good things about those Grabber AT2s. Personally, I'm a fan of Firestone Destination LE2 tires for street, or their Destination A/T for an all terrain.
The Firestone Destination M/T (a mud tire) is my favorite tire on the market, and I also ran their Firehawk Wide Oval Indy 500 tires on my Camaro. I like Firestone, but it is just an opinion.

I run 225/75/15 Kumho Road Venture A/Ts and they are a great tire for the cost. Were excellent in the NW Illinois winter they never got me stuck, great road manners, not very loud but do have a hum, good treadwear, ~14k miles and still have 8/32 tread (Still considered new). Can't really say for offroad as I've only been on 1 small trail. $99/tire on Tire Rack.

My boss switched to Grabber AT2s on his old RWD QCSB V6 Dakota. It actually made it up a hill, which is impressive for that hunk of garbage. lol
245/75R16, I think. They were definitely Peak Snow rated. Great AT tire for the price IMO.
