It would require a ton of cutting and bump stopping. Overdrive would be useless. I would regear first. 4.56 minimum.

If you have adjustable uppers and lowers you may be able to push that axle forward more. Possibly get your turning radius back. I’m just not familiar with WJ. Then you could address turning at full compression. Or not. Depends on what you use it for I guess. Gotta like those mountains tho.

To answer about the ROUGH ride
You can air down your tires, try 13 psi or so. That should be fine with most tire/wheel combos. Air
back to normal for road use or you'll suffer tire wear and possibly overheating and blowing the tire.
The lower pressure will also improve traction off road.

R16 tires would fit a 16x7 rim not a 15x7 rim. Putting 16 tires on a 15 rim, they would not seal and hold air, or if they did they could slip off the bead and that would be a very bad thing while moving.

I always air down on trails. I should have specified the roughness was any imperfection on city and highway roads. I currently have my 33’s set at 30psi for city and I air them down to 16 off road. I just use a pair of Staun deflators my Dad gave me (he has a JK on 39’s) and air them back up with a ViAir compressor that clamps to my battery for power.
