Ok so I have a big question. I just recently got the roughcountry 3" lift with control arms done at a shop and now I'm looking to buy tires and rims. I think I know what I want, but I wanted to check with you guys to make sure they work.
99 jeep cherokee sport 3" lift

Tires: Cooper Discoverer A/T3
265/75R15 112T OWL 560AB SL 4

rims:
Pro Comp 98 Gloss Black Wheel (15x8"/5x5.5") Pro Comp 98 Gloss Black Wheel (15x8"/5x5.5")

these will fit fine, right?
Also, what does the 5x5.5 refer to? I'm a complete noob.

Sure. Those are about 30.5"s tall.

Tires fit. Wheels won't. You want 5x4.5. It's the number of lugs in each wheel x the spacing between the lugs.

Does ome make a 3" lift or one that will comfortably fit 30s and without and cutting or messing around with the body

An OME lift should clear 30s no problem.

you can actually fit 31's on stock height (what I'm running currently). the only problem you'll run in to is it will rub on full turn therefore losing a bit of turning radius. so you may want to check for that with 30's also. all you need to fix that though is a larger backspacing on the rim or wheel spacers.

It's a good thing because a complete OME kit would cost you your left arm, your right nut and your first 3 children.

This might have already been covered but can i still do light wheelin with 2" lift and 31s? I want some flex but i want thw bigger tire too

I wheeled mine stock with a sagging *** and 235s for years. You need to be more careful and pick good lines.

Skid plates? Hitch for recovery?
