The right combination...
If I put on a 2'' lift trim my fenders and put on a set of spacers could I put on 31's and not rub very much?

Dunno, i was hoping someone else would add on... Anyways i have the same issue with 31/10.5's rubbing on the control arm. I just deal with it and try not to turn hard.

For cheap, look at cragar soft 8s or v-5s 15x7 5x4.5 bolt pattern and either 3.75 or 4.0 backspacing. They are $50 a piece http://www.jegs.com/i/Cragar/260/365-5712/10002/-1 3.75 sticks out further than the 4" backspacing. Hope this answers some questions.

Spacers add a possible failure point, and they require maintenance/checks. Wheels are wheels.
