Bastard pack rear, about $50
Mj shackles $10-20 (jy)
Break lines, $60 (all)
4" coil, $100-150
Wj rear lowers, $10-30 (at jy)
Jk 4 door shocks $???
Then if/when you have driveline vibes a sye or a transfer case drop
And last but not least a adj track bar
So that's about $300-400

I pieced mine together over 6 months, using Craigslist and several forums.
Rubicon Express (good brand) leaf springs
Skyjacker (not as good) coils
JK Wrangler 4dr Rubicon shocks
"Dukie's Discos" sway bar disconnects
5 33x12.5 Goodyear Duratracs
5 15x10 steel wheels
And a new Iron Rock Offroad double sheer adjustable track bar.
I paid less than $1k including tires for my 3" lift.
Here's how it stood when finished:
And a month later, thanks to a deer:
There's your CF Public Service Announcement for the day: Be safe. Building and wheeling is fun, but be careful.

Anyway, he'll need lower arms, and he should also replace uppers at that height, but it's on the edge of mandatory.
