Terrible fuel economy

The size of the tank is meaningless. You need to take miles driven divide by gallons used.

Could be your cat like mentioned about. Usually when ur map sensor starts to go you will get worse and worse gas mileage. Then your car will run like crappy and bog out. Kinda the same symptoms sometimes with o2 sensors. As it acts up before it completely fails you will see ur gas mileage drop gradually.

What is your driving style? Regear the axles as well, It will cost some money to do and will probably take a year or to to get back what you paid for the regearing in fuel savings. I would remove the roof rack and see if your mileage increases. I personally only use my roof rack when camping cause of the wind drag. Also do you only do city driving cause that will take a huge chunck out of mpg's.
